Another issue is how far down your solo capability scales, because City of Heroes doesn't have much of an endgame, meaning you might wanna be routinely doing lower-level task forces, trials, etc. Not sure if it works better with scrapper, stalker or brute. I guess mostly because of getting your main pri/sec powers in place, and health/stamina blooming. Scrappers also get a larger Damage % buff from Meltdown, which is super nifty. Stone has traditionally been the "I'm an out and out Tanker and Hami can fucking come at me" powerset, but as other sets caught up it evened out a bit. Also BA is still slowish, so if you're leveling straight take the first few attack powers with the idea of respec in your 30s once you have a proper attack chain available. I used it in spite of that for concept and because Hemorrhage hitting like a truck fired out of tank cannon made up for the set being so finicky (to the point that I'm surprised that they nerfed it for not being working as intended, apparently?). The downside to Stone is that Granite defeats the purpose of being a Scrapper, but you can still do loads without Granite. Combo system seems pretty cool as well. It is pretty easy to hit your positional defense softcaps, and then you can focus on building up resistances. No big loss since you don't need much from Dark (Fully realized builds will have Smite, Siphon Life, Soul Drain, Midnight Grasp, and maybe Shadow Maul). Anything that was going to kill you without Overload when you popped it, is still gonna kill you without Overload once it's over (ITFs, as you noted, tend to last a fair bit longer than 6 minutes). SR is cheaper to cap defenses, and has +recharge built in. I recommend feeling out each general play styles like crowd control, damage, buffs and from there make a few characters and just dive in, my first character ever was a terrible combo but still playable and still did the work good and i had lots of fun regardless of how effective they were, as you get more experiance you can begin to see cool powerset combos and go from there with new characters Oh gosh.
